(If you are comfortably inside GitHub's free minutes, it will not save you money — we say so plainly — but the speed and the answers are the same on Starter as on any other plan.)

The Starter plan is not a cut-down product. Jobs start in seconds on a warm runner, larger runners are included, caches and artifacts work, and every pull request gets its check runs with step timings and the flaky-test warning. The run screen shows the verdict and the slow steps.
